Vermont COVID Recovery Plan Prioritizes People with Disabilities

Montpelier, VT, February 25 – Vermont recently released their 2021 recovery plan, and it contains good news for Vermonters with disabilities.

As part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act passed by Congress last year, states are rolling out extensive plans about how they will spend federal funds. The Green Mountain State has $478.6 million dollars allocated to drive economic recovery efforts under Gov. Phil Scott. Some of the announced priorities are making homeless shelters ADA compliant, creating a mobile mental health crisis intervention program, providing broadband internet access to people with disabilities, and preventing COVID infections at Adult Day Services.

Overall, Vermont is spending $161.4 million, or 33.6 percent of the state’s CARES Act allocation, on programs that will improve the quality of life for people with disabilities. 

COVID-19 Updates for People with Disabilities from the Biden-Harris Administration

Ensuring Accessible Testing for All Americans

Millions of new tests have been manufactured by the National Institutes of Health’s Rapid Acceleration of Diagnostics (RADx®) Tech Program. However, as documented by key advocates, the packaging, instructions, and design of the diagnostic devices have made it challenging for people with disabilities to use them independently. The NIH RADx® Tech Program is now reviewing elements of the kits that may be used without assistance. The Administration is actively encouraging collaboration between federal agencies and community organizations to make more tests fully accessible.

New Bipartisan Legislation Aims to Support Older Americans and Empower People with Disabilities

Washington, D.C., February 22 – Last month, Rep. Matt Cartwright (D-PA-08) and Rep. David McKinley (R-WV-01) introduced a new, bipartisan bill intended to address the direct care workers shortage. This new bill, entitled the Improving Care for Vulnerable Older Citizens and People with Disabilities through Workforce Advancement Act, would amend the Public Health Service Act to develop an expanded role for direct care workers who provide long-term services that help older Americans, and help people with disabilities enter the workforce.

Direct care workers are a proven lifeline for those they serve, as well as for families and friends struggling to provide high-quality care. Currently, many direct care workers fail to earn a living wage and almost none have opportunities for career advancement. Reports show low job satisfaction with a very high turn over rates. The expense to replace each Direct Care Worker can be costly and detrimental to the health care of a patient. 

Franchot Completes Disability Candidate Questionnaire in Maryland Governor’s Race

Annapolis, MD, February 16 –Democratic gubernatorial candidate and current Comptroller of Maryland Peter Franchot responded to a detailed candidate questionnaire on disability issues. The questionnaire is from RespectAbility, a nonpartisan nonprofit disability organization that does not endorse candidates. The questionnaire is purely for educational purposes.

One-in-five Americans has a disability, according to the U.S. Census Bureau. People with disabilities are America’s largest minority group. It is also the only one that, due to accident, aging or illness, anyone can join at any time. Indeed, there are over 669,000 people living with some form of disability in Maryland and their votes could be crucial in deciding who succeeds Larry Hogan as Governor of the Old Line State. 

Franchot is the fifth candidate in the upcoming Democratic primary to respond to RespectAbility’s candidate questionnaire. The questionnaire is purely for educational purposes. RespectAbility is actively communicating with all candidates in Maryland’s upcoming gubernatorial race.

Fighting for Students with Disabilities: Spotlight on Roy Payan

Los Angeles, CA, February 15 – RespectAbility Apprentice Roy Payan didn’t set out to spark a national conversation about disability access in higher education. However, when Payan – who is blind – found himself struggling to gain access to adequate and appropriate materials to complete math classes at Los Angeles Community College, he began his quest to make improvements for himself and other students with disabilities.

According to Payan, one campus official claimed, “there were not enough blind students to warrant a change.”

“He also informed me that if I desired, I was welcome to sue them, but that even if I won the case, he would not implement any changes,” Payan says. “So, I sued them.”

That was in 2016.

The Future Economy – Will California’s Workforce Plans Help People with Disabilities?

Sacramento, CA, February 14 – How will the great state of California invest millions of federal and state dollars in support of jobseekers across the state? This is the central question at stake as the California Workforce Development Board publicly discusses further changes to the state’s California’s Unified Strategic Workforce Development Plan (State Plan) 2020-2023 Modification. In response, and in collaboration with partner organizations across the state, RespectAbility, a national, nonpartisan nonprofit organization, submitted testimony on how to implement best practices, advocate for greater inclusion and improve the standing of people with disabilities in the workforce.

“When it was passed with broad, bipartisan support in 2014, the Workforce Innovation and Opportunity Act (WIOA) invested unprecedented resources into efforts to get people with barriers to employment into the labor force,” said Olegario “Ollie” Cantos VII, RespectAbility’s Chairman. “Now, after the pandemic that has reshaped our economy, it is time to devote significant attention to supporting the economic advancement of students, job-seekers, and entrepreneurs with disabilities. We are glad to see the California board’s efforts to solicit public feedback and we are eager to collaborate on effective solutions for jobseekers with significant barriers to employment.”

There are more than 1.9 million working age (18-64) Californians living with some form of disability. Before the pandemic, 38.2 percent of the working age population of people with disabilities were employed. It is critical that California’s state workforce board listen to the individuals with disabilities and advocates impacted by these unemployment rates. Gov. Hochul pushes New York to Become Model on Disability Employment

Albany, NY, February 10 – This past week, Gov. Kathy Hochul of New York announced new plans to create a comprehensive design for workforce development strategies in the Empire State. Gov. Hochul has launched a seven-pronged initiative that will establish New York as a national model for the employment of individuals with disabilities and protection for all working New Yorkers. This initiative comes as part of her “State of the State 2022 Agenda” to upscale the local economy and labor force in New York state. 

The pandemic hit New York hard. As of fall 2021, the Empire State’s job deficit far exceeded that of every other state. Currently in New York, the unemployment rate is three times higher than the national average. 

“In order to come back stronger, we must be creative with our approach and work directly with regional partners who have been on the ground helping connect New Yorkers with employment,” Gov. Hochul said. “New York State is committed to ensuring its disabled workers have equal opportunities and are supported in the workplace and beyond. We are committed to making sure those with disabilities have fair and quality employment options in this state.”
